Assistance Navigating Health Insurance Enrollment

Our helpline staff are available Monday through Friday, 9:30am-5:30pm, and are happy to answer your questions about public health insurance and options through New York State of Health, New York’s official Health Plan Marketplace.

In New York, individuals and small businesses can shop for, compare and enroll in health insurance coverage under the Affordable Care Act (ACA) through New York State of Health, the official Health Plan Marketplace for New Yorkers. Through this web-based application, you can both apply for and enroll in public health insurance (Essential Plan, Medicaid, and Child Health Plus), and compare and shop for affordable private health insurance options (Qualified Health Plans). Open Enrollment for 2016 Qualified Health Plans ended on January 31, 2016. You can enroll in private plans through a Special Enrollment Period only if you experience a qualifying life event. Learn more here. You can enroll in the Essential Plan, Medicaid and CHPlus through the Marketplace at any time of the year, however!

Our experts are available to guide you through the enrollment process, help you find the right health insurance based on your unique needs and work with you to figure out if you can get financial assistance to reduce the cost of coverage.

For Individuals, Families and Small Business Owners applying through the Marketplace, enrollment support is available in-person in your community through our Navigators and Certified Application Counselors, and over the phone through the Marketplace Call Center. Single Stop is partnering with community-based organizations across the five boroughs to provide health insurance enrollment through the Marketplace.

For the Aged, Blind and Disabled, our certified Facilitated Enrollers are available in various organizations throughout the five boroughs, and can provide you with the in-person screening and application assistance you need.

Facilitated Enrollment for the Aged, Blind, and Disabled

Individuals who are age 65 or older, have a disability and/or are visually impaired can receive free in-person assistance to enroll in Medicaid (including through the Medicaid Excess Income Program or the Medicaid Excess Resource Program) administered by the Human Resources Administration (HRA) in New York City through the Facilitated Enrollment for the Aged, Blind and Disabled Program. In addition to enrolling into Medicaid, eligible individuals can also get assistance paying for their Medicare premiums and deductibles through the Medicare Savings Program (MSP).

 

Renewing Your Coverage

Renewing your coverage is important! If you are enrolled in a private plan (QHP) through New York State of Health (NYSOH), you will need to renew your coverage annually during Open Enrollment (November 1– January 31). If you are enrolled in Medicaid, Child Health Plus, or the Essential Plan later in the year, you will receive a renewal notice 90 days before your plan year ends. Make sure to follow up to not lose your coverage! Additionally, remember to report and update any changes in your household size or income throughout the year.

 

Special Information for Small Business Owners

The Small Business Marketplace – nystateofhealth.ny.gov/employer – is where small businesses can shop for and enroll their employees in health insurance coverage. Businesses with 100 or fewer eligible employees can participate in the Marketplace for plan years starting 1/1/2016 or later (for plan years beginning or renewing before 1/1/2016, only businesses with 50 or fewer employees are eligible). Small businesses may qualify for an employer health care tax credit if they have fewer than 25 full-time equivalent employees making an average annual income of less than $50,000.
